Law N° 24.331: Free Trade Zone Law promulgated by the Decree PEN N° 906/94

This law creates the "tool" free trade zone and gives each province the possibility of establishing one. Nowadays, it is the one that rules all the free trade zones of all the country, except for the free trade zone General Pico that has a special law that apart from the advantages given by this law, has other possibilities that make it even more attractive.

Objective (Art. 4, Law 24.331)

"The Free Trade Zones will have to boost commerce and the industrial exportation activity, facilitating that, the increase in efficiency and the reduction of the costs associated to the activities developed in the free trade zones are extended to inversion and employment..."

Resolution N° 269/99 MEOySPN

Approves the Contract of the Concession of the Exploitation of the Free Trade Zone General Pico, PROVINCE OF LA PAMPA, in favor of the consortium "AEROPUERTOS ARGENTINA 2000".

Law 25.237 (ratifies Dec. PEN N° 285/99)

This decree establishes the following:

Importation to the GCT of the goods manufactures in the free trade zone, previously paying the taxes that may affect the importation.

Interrupts exportation and the possibility of processing goods coming from the GCT in the free trade zone for their later re-importation, previously paying the corresponding points about added value.

100% reduction in the employers charges.

Authorize the custom to issue warrants or deposit certificates, reducing the interest rate to get the credits against these certificates.

Exemption of provincial taxes, existing or to be created.

Decrees PEP N° 368/99, 369/99 y 370/99.

Creation of the Controller Committee of the free trade Zone La Pampa, members of the CCZLP and Agreements with Social Insurance and Labor Risk Administrator.

Decree PEN N° 954/2000.

This decree establishes the taxes to import the goods processed in the free trade zone from General Pico, and it expresses the following:

Art 1º - The importation of consuming goods produced n the free trade zone La Pampa (General Pico) to the GCT or to the special custom area will be subject to the current tax treatment to extra zone and to the Law N° 19.640, respectively.

Art. 2º - Exemption of the current (or to be created) custom taxes that make the consuming importation difficult, corresponding to the greatest added value of the free trade zone La Pampa, (General Pico) to goods coming from it that have been previously exported from the GCT to be submitted to a transformation, elaboration, combination, mixture, reparation process or any other improvement or benefit, when the greater value is not a consequence of the importation of goods of foreign origin previously introduced to that zone from abroad.

Art. 3º - The taxes for effective given services (except the statistics tax), are not included in the exemption expressed in the article above.
